I need help with my Lady Gaga costume!?

I'm only 14 and me and my friends are going as celebrities. I'm going to be Lady Gaga, but I have brunette hair and remember its going to be cold, and I'm young. I don't want to wear anything skimpy, and I want to have and outfit that people will recognize who I am. Also I don't want to spend tons of money but i am willing to put some out. I don't mind if I have to sew a few things, but I'm not really skilled, so keep it simple. So can I have some tips on this please, or any pictures that I could try to copy. THANKS! =)
