One year old human baby with a bowed right leg who do i see?

who can i take my one year old to she has a bowed right leg well they are both bowed a little but the right is more and her pedi is wanting to make sure nothing is wrong and all the pediatric orthopedics around here will not see her unless she is over 3 i even called Texas childrens in Houston and they dont see kids under 3 for orthopedic either i am bumfuzzeled and her doc is closed for the day i was wondering if any one else had this problem and if there a different type pf doctor i need to call
